For what it's worth, they did hire their VAP for the Theory job. Sometimes you can just wonder if it's an inside job, and sometimes you are exactly right.

I worry that these threads suggest that the person hired is unqualified which is not true. I'm sure the hire is qualified to fulfill the position. I just think it's a little suspicious on the part of the hiring committee, and one wonders whether it was a predetermined outcome all along.

Deeply troubled departments often go with somebody who they know won't rock the boat. It doesn't mean the new hire isn't qualified. It just means that they've proven that they won't speak up when they see injustice (unless, of course, the injustice involves people who can't affect their career).

I'm not totally disgusted by the concept of an inside hire, and I am not at all suggesting that the person they hired was not qualified. My gripe is that they requested all of the following with the applications: "cover letter, curriculum vitae, three letters of reference, writing sample, statement of current research, and documentation of teaching experience, including course syllabi and student evaluations (if available)". Couldn't they have just asked for cover letters and CVs? What a waste of time and paper for so many people.

I have heard of places that planned an inside hire but set it up so if another candidate was also a good fit, they could get a second line. Not sure if this is the case but thought I would mention it.
