I hope everyone is having a lovely time seeing the finish line for this semester!
I am graduating in May and don't start my new position until August. I would like to get an IRB proposal (that I assume will be fast-tracked) so I can collect interviews over the summer... Does anyone have any advice on what to do when you're in between IRBs?
My guess is that I should just submit to my new institution, but for various reasons, it would be better to have my current/local institution to be more involved in this project...
Thoughts?

I would call my current IRB and ask them what would be best.

What would be wrong with getting IRB approval at your current institution before you graduate? Is there a stipulation that you have to be enrolled while the study is conducted?
Maybe I'm just ignorant, but I would seek approval from you current institution and collect all the data before the approval ran out (in one year where I am).
